John James Balfe was born on September 3, 1925 in Philadelphia, Pennsylvania and joined the US Marine Corps on May 28, 1943 (service number 531447). He deployed from August 12, 1944 to December 22, 1945 and was wounded in action. He was discharged on February 6, 1946 and passed away on October 27, 2009.

The Code provides additional penalties, including the confiscation of the items used or intended for committing the offence.
