Weldon Manroe was born on February 19, 1920 in Lenox, Iowa and joined the US Army on September 20, 1943. He went on to serve with Headquarters Company, 2nd Battalion, 8th Infantry Regiment, 4th Infantry Division and deployed from April 5, 1944 to July 10, 1945. He was discharged on November 5 of that year as a Private First Class and passed away on February 8, 1984.

The Code provides additional penalties, including the confiscation of the items used or intended for committing the offence.
