Francis Joseph FitzSimons, Jr. was born on August 28, 1920 in Covington, Louisiana and joined the US Army Air Corps on July 10, 1941. He went on to train as a glider pilot and deployed to Europe in 1944. He was discharged on January 5, 1946 as a Staff Sergeant and passed away on February 7, 2003.

The Code provides additional penalties, including the confiscation of the items used or intended for committing the offence.
